Awards: Round Two, March 2005: Myatts Field Regeneration, Lambeth

PACCA's proposal was to develop work on the community building proposed as part of the redevelopment of Myatts North Estate, piloting the consultation of young children (5 -10 years). The initial exploratory phase in Spring 2005 was planned to lead into a longer process of participation and consultation through the summer of 2005. The intention was to promote a culture of participation from children, young people and their families so that this would become an integral part of policy and service development.

The consultation day was scheduled for Saturday 9 April at the existing Bramah Green Community Centre on the estate. Children and young people were involved in the preparation, making posters, banners, some models and helping to design T shirts, in order to encourage their later involvement in the consultation itself.

Artists Tom Price, Peter Ratcliffe, Eddie Smith and Grant Smith worked throughout the two weeks preceding the consultation day creating a scale model of the estate, which was transportable in its own made-to-measure cabinet on wheels. On the day, the model was displayed in a marquee surrounded by sounds of bird song, traffic noise and overhead airplanes recorded by Grant Smith. Charlie Fox ran screen printing workshops and Jem Mackay documented the event on video.

Other elements of the day included:

  • A ėVideo Box', run by Jem Mackay, where people could record on video their views and experiences of living in the area. It was in a tent erected at the top a mound of the play area at the Community Centre, so that people could see the estate from a different perspective;
  • Four DVDs running simultaneously throughout the day in the main hall so that people could see some the consultation to date and get a feel of what progress was already being made;
  • Questionnaires including a section called ėLetter to a Friend' giving a glimpse of people's lives on the estate;
  • Opportunities to contribute ideas and comments, on the environment, homes, community buildings, on post-it notes;
  • Opportunities to make and take away models of buildings, and T shirts printed with ė Community Building' and a drawing;
  • Music, food and drink;
  • Face painting, football coaches and other activities for children.

250 children and families attended the day, at least 40 of whom filled in a questionnaire and ėLetter to a Friend'. 37 interviews were conducted with people on video, giving their views on changes, including one with the local beat officer. An additional buzz was brought to the day by high profile and supportive visitors, amongst whom were Kate Hoey MP, the Executive Member for Housing from Lambeth Council, the PFI project manager, a representative from Levitt Bernstein Architects and the Project scheme co-ordinator.

The day was felt to have been an extremely successful occasion.

Project description
The Patmos Area Community Conservation Association (PACCA) was founded in 1999 as a residents' association in Vassall Ward and is now a limited company and social enterprise. The association is based within the ėmost health deprived' ward, the second worst in terms of educational achievement in Lambeth and the sixth most deprived ward nationally in the UK.

It lobbied for and helped launch Vassall Vision to promote a Healthy Living Area. It is hoped that a new Health Centre will play a key role in the development of a Healthy Living Centre under a £4million LIFT initiative. This is part of a wider £72 million regeneration of Myatts Field with master-planning by Levitt Bernstein in association with the Lambeth NHS Primary Care Trust and Lambeth Housing, agencies who all write in support of PACCA's role in facilitating local consultation. PACCA aims to hold two weekend consultation events in April 2005 with artists and architects working with local residents to help document current experiences of living on the Myatts Field Estate and to profile respective views on estate development.
