Six New Awards Announced for Artists' Regeneration Projects

Over £220,000 has been awarded in total over the past year from PROJECT to support the involvement of artists in groundbreaking new projects throughout the UK. In its latest round PROJECT has awarded over £72,500, bringing the number of schemes supported to twenty two.

The latest round includes opportunities for artists to work on a broad range of regeneration schemes, from designing a new headquarters for the Mersey Regional Ambulance Service in Liverpool, to the ambitious regeneration development proposal of The Brecon Design Centre in Wales.

Details of Awards

Brecon Action Ltd., Team Building Award

The Brecon Design Centre is an ambitious regeneration development proposal initiated by Brecon Action Ltd to re-focus the town and provide new impetus and support for cultural and creative industries. The Design Commission for Wales is enabling an expert appraisal workshop to engage stakeholder commitment and evaluate potential sites for the new centre. The PROJECT artist would join this process and identify potential design contributions and solutions. The Chief Executive of Brecon Beacons National Park who is fully supportive of the proposals for the Brecon Design Centre endorses the project. Similarly the Community Regeneration Executive of the Welsh Development Agency also pledges support and will work with Brecon Action to see the project develop to its full potential. Brecon Action is enthusiastic about working with an artist. This is led by a Project Manager who is also an award winning ceramicist acutely aware of the professional development needs of artists, designers and makers and the economic status and potential of the creative industries in Wales which will benefit from the establishment of a design centre in Brecon. The Welsh Development Agency and the National Assembly of Wales fund Brecon Action.

Wellington Town Partnership, West Midlands, Team Building Award

Significant support and advice from CABE, MADE and Arts Council England, West Midlands is acknowledged by the Town Coordinator of Wellington Town Partnership to advise the role of artists in the regeneration of Wellington town centre, made possible by an award of half a million pounds from Advantage West Midlands. This structure of support by arts and design agencies aims to lift expectation and respective thresholds to achieve high quality design and broaden and integrate the opportunities for artists within the scheme. The PROJECT award will enable the appointment of an artist consultant David Patten who defines his approach as sitting ësomewhere between town planning, policy development and public art' to work in collaboration with other design professionals.

Liverpool & Sefton NHS Trust, Team Building Award

MBLC Architects are part of a Steering Group set up to agree a strategy for involving artists in the design of the new HQ and Control Centre in Speke for the Mersey Regional Ambulance Service (MRAS). The PROJECT artist will join this planning group and work on the detailed design phase with the Design Team.

The artist will be an integral player in the visioning and design process; influence working practices within a multi-disciplinary team and act as a creative thinker working within the team.

The PROJECT proposal confirms the range of support present on Merseyside across the arts and health sectors. A creative partnership that brings together Liverpool 2008 Culture Capital Team, Arts Council England, the Liverpool & Sefton NHS LIFT Project and the Mersey Regional Ambulance Service.

Sovereign Housing Association, Bristol, Creative Homes Award

A Creative Homes Award is made to the Sovereign Housing Association for an artist to work as part of the project team that is developing the second building phase of a regeneration programme in Barton Hill, Bristol. The sensitivity of approach, especially with local people, towards achieving high quality design in a new development of 50-60 new homes in a context of traditional Victorian terraces and 1970's tower blocks is the challenge of this project. The project promotes a viable integrity of scale and approach within a New Deal for communities inner city area of Bristol where local people have already had direct, recent experience of working collaboratively with artists and architects. Support mechanisms are in place to advise project development: from Sovereign Housing, the arts team within Community at Heart (the NDC delivery body) and the Senior Public Art Officer at Bristol City Council. This will assist the artist, aid communication and delivery of the project, broaden respective expectations and mindsets and help promote this collaborative way of working in the future.

Burnley Borough Council, Creative Homes Award

A distinction of the housing market renewal programme in Burnley is the aim to involve young people and promote an arts project that could provide that distinctive, inspirational angle to attract young people into the consultation process ñ a key objective of the Elevate East Lancashire programme.

A PROJECT Steering Group will comprise representatives of Burnley Borough Council's Policy and Environment Team in Planning and Environment Services, the Strategic Arts Development Officer, Lancashire County Council's Youth and Community Service, Burnley's Elevate Team and young people from the Elevate area.

A Creative Homes Award, a category currently under-subscribed in PROJECT, is awarded to acknowledge the favourable timeframe, professional support built in to advise artist selection and support, the working relationship between the artist and Burnley Borough Council's Urban Designer ñ devising schemes, concepts and ideas to influence private developers and a focus of work especially with young people.

Hames Levack, London, Talking Artists Award

HAMES LEVACK works with artists to realise ambitious ideas in the public realm. They are currently working with artist Ettie Spencer in creating an installation entitled PLACE on the vacant pillars next to Blackfriars Bridge near Tate Modern. The installation is scheduled for Autumn 2005 and will span the width of the Thames. RIBA architects, Works Architecture, and engineers, Arup, will carry out detailed design work. Studies on viability are already underway. PLACE will be supported by an accompanying publication, a talks programme at the ICA and various workshops and activities with local groups. Ettie Spencer is exhibiting a related installation entitled disPLACE in the Royal Botanical Gardens in Edinburgh this summer. The use of the tent form as a visual metaphor is used in both installations by way of reference to issues associated with homelessness, refugee status and displacement. By providing the very minimum of shelter, a tent represents a skin which protects us from the harsh outer world. Central to the concept however, lies the question; how is it possible to find a sense of ëplace', in today's increasingly dislocated, ëglobal' world? The PROJECT award will go towards the production of an interpretative commentary which will feature in ëBuilding Design' and in other arts, architectural and construction journals.

Between June 2004 and March 2006, it awarded approximately £300,000 to schemes which engaged artists in a range of projects which would have a positive impact on the places in which we live. It was a Regularly Funded Organisation of Arts Council England South West and was recognised as one of the leading public art development agencies in the UK. Primarily serving the south west of England, its work extended beyond geographical boundaries in terms of critical thinking and the application of artists' skills and the creativity it promoted. It worked with national and regional public and private sector organisations across Britain, and networked with a range of professions within public art, design and architecture.
