Public art commission for Jackson Quay Housing Development, Barry

This is an exciting opportunity to make a creative and distinctive mark on a contemporary new housing scheme. A site has been identified and the possibilities of the commission are twofold: the opportunity to create a standalone sculptural work which can be seen from a distance, and the opportunity to collaborate with the architect on the overall design of the circular paved area.
The artwork should create a sense of arrival and welcome and might also become a landmark in the area. Issues to do with vandalism and maintenance should be considered at the outset during the design stage. It may be that the artwork is designed to sit high on a column or pole rather than standing at ground level. Themes and subjects for the artwork have not been set but the artwork should relate to the waterfront location and the fact that it lies within a residential development. Subjects to consider could be the various structures that have functioned as homes for people and animals, or the history of the dock and railway in Barry.
The design and materials of the circular paved area could be adapted and changed through a collaborative process between the artist and architect. However, any changes resulting in extra cost would need to be covered by the art budget. For instance if the wall were to be constructed of stone instead of brick with text letter cut into it, the artist’s budget would need to cover the additional cost.
An important aspect of the design process will be to consult with staff at Newydd Housing Association as well as collaborate closely with the architect. We envisage that some workshops or consultation meetings would also be held at a local school and with the future tenants. Newydd Community Involvement Team will help to set up meetings with the tenants.
There is a budget of £3660 +vat for initial design work and consultation workshops. The commission budget is £57,000 +vat (to include fees, materials, labour, fabrication, delivery, site preparation, and installation).
