Making Waves
Summary
Making Waves is a major town centre lighting artwork commissioned by Teignmouth Town Council. A fluent wave form is repeated throughout 26 spans of display lighting, using the newest lighting technology, along four streets in the seaside town of Teignmouth. Ray Smith was originally commissioned by Teignmouth Town Centre Steering Group, which agreed to apply Teignbridge District Council’s Percent for Art Policy, to work on the refurbishment of Teignmouth’s town square. He subsequently was invited to take on this project.
The commission was project managed on behalf of Teignmouth Town Council by Teignbridge District Council under a formal agreement. It is distinguished by effective public consultation throughout the project, and has been delivered well within budget, but has exceeded the original schedule by more than a year due to delays in achieving acceptable tenders. It was launched with a community celebration in November 1999 and a well planned press and marketing strategy which included specialist press releases targeted at the art press and technical journals.
