Percent for Art

The Council places the highest priority in creating a good quality life for residents of and visitors to the District. The inclusion of works of art and craft in new buildings, refurbishments and open spaces can be a potential means for improving the quality of the environment. Distinctive works of art and craft can contribute to the creation of a sense of place and local identity in public buildings, business developments, streets and parks. Through the Arts Council the Government has encouraged art as part of building projects. "Percent for Art" is an Arts Council scheme aimed at encouraging developers to set aside aproportion of the total costs of a capital project to commission new works by professional artists and craftspeople. The District Council has adopted a corporate "Percent for Art" scheme which has been implemented in many of its own refurbishments and new development projects. Where appropriate the District Council will seek to achieve "Percent for Art" in other development through voluntary agreements with the private sector and other public agencies. The provision of works of art and craft may vary according to the nature of the proposal and its location. However, this could include stained glass, sculpture, metal work, murals, tiling, paving design, street furniture and performance venues. The thresholds set out in items (A) and (B) of Policy R26 include development for which the District Council considers one per cent of the total costs could provide the minimum sum necessary for the successful provision of locally commissioned works of art and craft. There are often land use and design implications in making provision for works of art and craft. It is important these are addressed at the earliest stages of each development to ensure successful implementation of the "Percent for Art" scheme.

THE COUNCIL WILL ENCOURAGE VOLUNTARY PARTICIPATION IN A PERCENT FOR ART SCHEME THROUGH THE USE OF LAND TO ACCOMMODATE NEW WORKS OF ART AND CRAFT, OR FACILITIES FOR PERFORMING, PARTICIPATORY AND VISUAL ARTS AND EVENTS IN CONJUNCTION WITH:
