Technical Memorandum
The conclusion of the conceptual design phase of the Advanced Water Treatment Plant project required presentation of the Art Team's proposals to the City of San Diego Metropolitan Wastewater Department's engineering staff. The Department's term for such a presentation is "Technical Memorandum".
The attached Technical Memorandum was written in an effort to convince the engineering staff to adopt the Art Team's proposal for the facility design.
